Confidentiality and personal information

Our websites, and use "cookies" only to facilitate navigation throughout the site. No personal information is gathered without first obtaining the user’s consent.

Automatically transmitted information

The information that is transmitted automatically between computers does not allow for personal identification of the user. The information is gathered to satisfy the technical requirements inherent to Internet navigation, and is used only for statistical purposes.

Once you access one of our websites, an exchange of information automatically takes place, with no intervention on your part, between your computer and the MERN server. That information does not identify you personally. The following information is exchanged:

  • the Internet domain name (e.g. “” if you use a private Internet access account, or “” if you access the Internet through a university), and your IP address (an IP address is the number automatically assigned to your computer by your Internet provider every time you surf the Web);
  • the type of browser and operating system used to access our site;
  • the date and time you access our site;
  • the pages you visit;
  • the address of referent website.

This exchange of information is required so that the server can transmit a file that is compatible with the computer equipment you use. The government keeps the requisite information in order to count the number of visitors and determine the most popular pages, the technology used by our clientele, the referencing sites and the user’s country of origin. That information does not identify you personally.

If you send us personal information

Like all public agencies, the MERN can only collect personal information where necessary, within the meaning of the Act respecting Access to documents held by public bodies and the Protection of personal information.

If you choose to give us personal information by e-mail or by filling out a form on our website, we will use only the information required to respond to your message and to provide follow-up. Electronic messages are treated with the same confidentiality measures that apply to regular mail.

The personal information transmitted is sent to another government agency only in cases where your request is addressed to that agency, or if the law requires such communication. The information transmitted is in no way used to draw up user profiles, nor is it sent to any private organizations. The personal information may also be sent to one of our business partners in the public or private sector, during administration of our programs or activities.

Links to other websites

Our website provides links to the sites of other Québec Government agencies and to the sites of some private organizations. When you leave the MERN website, the information exchanged is no longer subject to the MERN privacy policy, but to the other site’s policy, if indeed it has one.
